Moving to the U.S. Customs Duty-Free Policy
(1) The U.S. government allows new immigrants or citizens living abroad to bring into (back to) the U.S., duty-free, articles of personal use and personal property owned and used for more than 12 months or more in their place of residence.
(2) U.S. Customs requires brand new items or items used for less than 12 months to be declared on the Personal Baggage Entry Claim Form (Form 3299), after which Customs will assess duties based on the type and value of the items.

Chinese Passport + U.S. Long Term Visa (e.g. Work Visa)
U.S. passport + Chinese long-term visa, and living in China for more than one year.
